As per Quebec's Act Respecting Occupational Health and Safety (AOHS), all organizations are required to have a formal safety program developed in consultation with the joint health and safety committee or representative. Small organizations or employers with fewer than 20 workers still require a health and safety program but these programs can be simpler or 'less formal'.
