As per BC's OHS Guidelines part 3.1, organizations are required to have a formal safety program if they have a workforce of 20 or more people and at least one workplace where there is a moderate or high risk of injury, or they have a workforce of 50 or more people. Small organizations or employers with fewer than 20 workers still require a health and safety program but these programs can be simpler or 'less formal' (refer to OHS Guideline G3.2).
